GOLDEN VISA – Residence Permit for Investment Activity (ARI)

Portugal created the Residence Permit for Investment Activity, commonly known as the Golden Visa, to attract qualified foreign investment and support economic development. The program remains active after the legislative changes of October 2023, but with new rules and investment categories, no longer including real estate investments.

 

Who can apply?

The Golden Visa is available to citizens of non‑EU and non‑Schengen countries who wish to make a qualifying investment in Portugal. It also applies to shareholders of companies based in Portugal or in another EU Member State, provided they have a permanent establishment in Portugal.

 

Eligible Investment Categories (Law 56/2023)

The following activities currently qualify for the Golden Visa:

1. Investment Funds or Venture Capital

Minimum investment of €500,000 in regulated Portuguese funds that support national companies. (This is currently the most popular route.)

2. Scientific Research and Innovation

Minimum investment of €500,000 in public or private research institutions.

3. Artistic Production or Cultural Heritage

Minimum contribution of €250,000 to artistic projects or cultural heritage preservation.

4. Job Creation or Business Investment

  • Creation of 10 jobs, or

  • Investment of €500,000 in a Portuguese company, maintaining 5 jobs for at least 3 years.

 

Investment Options No Longer Eligible

The following categories were eliminated and no longer qualify:

  • Purchase of real estate (any value)

  • Urban rehabilitation

  • Capital transfer of €1,000,000

  • Indirect real estate investments

 

Duration and Renewal

  • Initial permit valid for 2 years

  • Renewable for 2‑year periods

  • Minimum stay requirement:

    • 7 days per year during the first period

    • 14 days for each renewal period

 

Family Reunification

The Golden Visa allows the inclusion of:

  • Spouse or partner

  • Dependent children (including students up to 24 years old)

  • Dependent parents of the applicant or spouse

  • Free movement within the Schengen Area

  • Right to work, study, or start a business

  • Pathway to permanent residency or citizenship after 5 years

  • Attractive tax regime for new residents (subject to legal requirements)
